HEBRON STORM WATER MANAGEMENT BOARD MINUTES  OF THE FEBRUARY  14, 2017 MEETING

The Hebron Storm Water Management  Board meeting of February  14, 2017 was called  to order by Frank Stalbaum. In attendance were Frank Stalbaum, Keith Cunningham, MCO Representative  Randy  Decker, and Attorney  Theodore  A. Fitzgerald.

Following the Pledge of Allegiance to the Flag, the following business  was  conducted.

On motion of Keith Cunningham, seconded by Frank Stalbaum and duly carried 2-0, the minutes from the December 13, 2016 were approved  as presented.

On motion of Keith Cunningham, seconded by Frank Stalbaum and duly carried 2-0, the Treasurer’s Reports were approved as presented.

Claims – On motion of Keith Cunningham, seconded by Frank Stalbaum and duly carried 2-0, the Board approved all claims as submitted for December 2016 and January 2017.

Old Business & New Business

MCO Representative  Randy Decker reported  as  follows:

Abonmarche has submitted a proposal to the drainage board to develop a stormwater master plan. Following a brief discussion, on motion to Keith Cunningham, seconded by Frank  Stalbaum and duly carried 2-0, this matter  was tabled until next   month.

The storm drain that Cohen Park was connected to was plugged.  We hooked  up to it but   it was outside our locate area. Once the area was located, Greenline Landscaping dug  down to the line to find it was full of roots. The Town jetted to open the line but had an issue under the middle of the road.      Metz Sewer was called to have the area televised.

The line is in poor condition and is full of roots.     This will need to be addressed.

301 E Casey has a Town line that drains into a pond on the property. The upstream area around Gaslite Trailer Park was flooded.  We were able to get the roots out of the pipe by jetting. The inlet pipe to the pond will have some trees removed to allow better  drainage.

Attorney Fitzgerald suggested that Randy Decker contact DLZ regarding the dirt removal project. Randy Decker noted that the Town can retain approximately 11,000 cubic yards (1/3) of the dirt on  site.

There was a discussion regarding the design and price from DLZ to dig out the pond.  On motion of Keith Cunningham, seconded by Frank Stalbaum and duly carried 2-0, to get a price for final design from DLZ.

Special Meeting for Storm Water is set for the 6:50 p.m. on February  21, 2017.

There being no further business before the Board, on motion of Keith Cunningham, seconded by Frank Stalbaum and duly carried 2-0, the meeting was  adjourned .
